Nature of Work

The purpose of this job is to assist the department manager in the day-to-day operations of the Environmental Services Department. Coordinates and gives direction to staff at various levels regarding projects, budgets, contracts, priorities and policies. Investigates and reports on special cases and circumstances that come up when conditions warrant.

Essential Duties & Responsibilities

  • Provides senior level staff oversight, leadership and management of Wastewater System in absence of Environmental Services Manager
  • Supervises the work of assigned personnel; participates in hiring, training and disciplinary actions; delegates work assignments; conducts performance evaluations
  • Ensures systems comply with state and federal guidelines, operating permits and regulations; enforces wastewater, stormwater and air pollution control ordinances; develops plans and procedures to ensure efficient operations to comply with discharge permit limitations
  • Ensures RNG and RINs generation complies with Federal guidelines, operating permits and regulations; develops plans and procedures to maximize efficiency of RNG and RINs production.
  • Develops departmental budget; coordinates preparation, submittal and presentation activities
  • Directs purchases of department supplies, equipment and services; administers and executes contracts as needed or assigned
  • Prepares documents and reports of a unique or specialized nature; conducts research; maintains data and necessary records; assists with presentations and tours; provides trend analyses, graphs and charts
  • Analyze Environmental Services data and provide strategic planning and culture development for the department
  • Prepares grant applications for a variety of funding sources; reviews, approves and recommends award of various contracts, advertisements and bidding documents
  • Interacts with the Executive Office and Elected Officials to assist in resolution of customer and construction items
  • Performs collection system investigation and improvements and WRRF process improvements
  • Directs WRRF safety program, develops and updates Emergency Response Plan (ERP) and Pollution Incident Prevention Plan (PIPP)
  • Attends meetings of various boards, groups, authorities and committees
  • Keeps abreast of new technologies and advances in the Water Utility area in order to assist the Manager in leading change and transformation efforts relative to continuous improvement
 

Minimum Training and Experience

Required Education and Experience

  • Bachelor’s degree in biology, chemistry, environmental science, public administration, business management, or a related field

--AND--

  • At least five (5) years in public administration, utilities or environmental management, including supervisory or managerial experience

--OR--

  • Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities

Preferred Licenses or Certifications

  • State of Michigan EGLE Wastewater Treatment Operator Class A license
