Nature of Work
This is highly skilled and supervisory work in the construction, operations, maintenance, and repair of overhead and underground electrical systems and equipment.
Work involves the supervision of operation, maintenance, repair, and construction of street lighting, traffic lights, and other lines and circuits for electrical power distribution systems. Employee plans, organizes, schedules, and gives directions to crews of line workers and helpers, and is responsible for training workers and for effective work performance and the safety of the crew. Work is reviewed periodically through meetings and discussions with the manager. Employee must exercise considerable initiative and independent judgment. Work is performed under the general supervision of the ELC Utility Systems Manager, who may assist on unusually difficult or emergency work.
ESSENTIAL DUTIES & RESPONSIBILITIES

- Plans, organizes, directs, and evaluates the work of employees engaged in signal and lighting work in the construction, maintenance, and repair of overhead and underground electrical systems; directs traffic signalized intersection construction in a multicounty area; directs city high voltage electrical distribution system; directs the installation and replacement of underground cables and splicing and taping cables; directs underground construction, building of manholes, laying of cable ducts and construction of transformer vaults.
- Conducts inspections, coordination, layout, and implementations on work in the field; reviews staff work.
- Assures that proper health, safety, and environmental standards are followed during the course of the work; complies with all associated local, state, and federal regulatory requirements; inspects work performed and oversees its proper completion; ensures proper safety standards and precautions are followed; provides safety training.
- Prepares and maintains records related to the work; tracks and reports data related to monitoring the effectiveness of various utility operations.
- Assists in the preparation of the annual budget and manages the expenditure of appropriated funds; participates in decisions regarding the development of system modifications and improvements, and oversees special projects related to utility maintenance and operations.
- Professionally and diplomatically addresses inquiries and complaints from the public and utility customers; works with upper management to develop and implement new solutions to improve service delivery; provides technical assistance as required.
- Ensures that equipment is in proper working order; oversees and coordinates preventive maintenance and repairs on equipment.
- Utilizes computers and software as required or assigned.
- Coordinates work closely with utilities and contractors throughout City and County.
- Makes design decisions on less complex jobs; works with engineers to design and estimate costs of job.
- Maintains records and schedules staff; monitors resources to achieve objectives.
- Participates on committees and support groups.
- Acts as Signals and Lighting Superintendent in supervisor's absence; assists superintendent with administrative duties.
- Performs other related duties as assigned.
Minimum Training and Experience
- Graduation from high school with college-level courses in electricity.
- Five (5) years of experience in line maintenance and construction, including three years of supervisory experience.
- Any equivalent combination of training and experience.
- Necessary Special Requirements
- State of Michigan Master Electrician license
- State of Michigan Driver’s license
