Nature of Work
The purpose of this job is to process all aspects of payroll including bi-weekly processes, monthly, quarterly reporting and W-2 processing.  Assists and educates payroll personnel and employees with any questions regarding processing or understanding payroll. Processes verification of employment requests and garnishments.


Supervises the work of assigned personnel; participates in hiring, training and disciplinary actions; delegates work assignments; conducts performance evaluations
Supervises the payroll system and functions, audits payroll time sheets, issues paychecks and charges expenditures back to proper accounts
Responsible for withholding and paying FICA/Fed/State/Local taxes as required by law
Responsible for preparing and submitting monthly/quarterly and annual reports to Fed/State/Local agencies as required by law
Runs validation payrolls and audits employee payroll entries for accuracy in hours, pay rates and charge codes    
Assists payroll personnel with any questions/issues regarding payroll entries and interpretation of contracts; enters data changes on employee system records  
Completes Verification of Employment requests from various outside parties; processes employee garnishments/wage attachments/FOC orders; runs various reports for payroll information upon request from other departments for their employees
Balances, processes, prints and remits W-2's
Implements and applies contract changes within the HR/Payroll system or during payroll processing as they apply to payroll (i.e.: new earning codes, supplemental payments)
Performs related work as assigned
Minimum Training and Experience
Associate's degree in business administration, accounting or related field
--AND--
At least two (2) years of payroll experience, including supervisory experience
--OR--
Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities
Preferred qualifications include:
Bachelor's degree in business administration, human resources, accounting or a related field
A commonly held payroll specialization certification
Knowledge of labor/bargaining union contracts as it relates to payroll processes.

Financial reporting and analysis
Wage and tax laws
City union contracts and charters
HR/Payroll systems
English grammar, spelling, punctuation
Principles and practices of basic bookkeeping/accounting
Modern office procedures, methods and computer equipment
Skill in:
Interpersonal skills necessary to develop and maintain effective and appropriate working relationships
Performing a variety of duties, often changing from one task to another of a different nature
Performing basic mathematical functions such as addition, subtraction, multiplication, division, percentages, and ratios
Ability to:
Communicate effectively, both orally and in writing
Consistently maintain excellent attention to details while working with large amounts of data
Analyze complex issues and make recommendations
Meet schedules and deadlines of the work
Understand and carry out oral and written directions
Accurately organize and maintain paper documents and electronic files
Maintain the confidentiality of information and professional boundaries
