Nature of Work

This is supervisory, professional work in overseeing and coordinating recreation, athletic, and event programming at the new MLK Community Center located in Martin Luther King Park. Work is performed under the general supervision of the Recreation Supervisor to provide program management supervision.

The Recreation Program Technical Supervisor plays a vital role in enhancing community engagement and promoting healthy lifestyles through recreational activities and ensures that programs are inclusive, safe, and enjoyable for all participants. Work includes planning, organizing, and directing a variety of aquatic, youth, adult, and teen programs.  Hires and trains non-permanent support staff and instructors for program and event operations. Work involves overseeing and supervising non-permanent staff.

The Recreation Program Technical Supervisor typically works in outdoor and indoor settings, including parks and indoor recreation facilities/community centers. The role will require evening and weekend hours to accommodate events and programs and may occasionally be required to transport and lift equipment and supplies of light to moderate weight.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Plans, coordinates, and administers all aspects of assigned recreation programs, classes, and activities. Duties include scheduling staff and facilities, developing program content, establishing program length and budget requirements, and ensuring compliance with organizational policies and standards.
  • Cultivates and maintains effective partnerships with community organizations, schools, agencies, and outside user groups to enhance program offerings, expand access, and align services with community needs.
  • Interacts with departmental administrative staff on questions regarding scheduling, programs, operations, and enrollments.
  • Conducts participant and other surveys of recreational program and program needs as needed, developing performance metrics and key performance indicators (KPIs).
  • Develop and manage program budgets, monitor expenditures, and ensure efficient allocation of resources.
  • Researches trends and new programs for design and implementation for program development, quality, and growth.
  • Work with parks and facility staff to ensure facilities are clean, safe, and well-maintained.
  • Studies recreation needs and recommends changes and/or improvements to existing programs; creates new programs and activities based on demand and need.
  • Performs other work as assigned.
Minimum Training and Experience
Required Education and Experience
  • Two (2) years of college coursework (4-year degree preferred) in recreation administration, public administration, or a closely related field
--AND--
  • Two (2) years of experience as a recreation leader or administrator
--OR--
  • Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities
Required Licenses and Certifications
  • State of Michigan driver’s license
Other Necessary Qualifications
Knowledge of:
  • Considerable knowledge of the facilities, equipment, and materials used in recreation programs 

Skill in:
  • Interpersonal skills necessary to develop and maintain effective and appropriate working relationships 
  • Performing a variety of duties, often changing from one task to another of a different nature
  • Performing basic mathematical functions such as addition, subtraction, multiplication, division, percentages, and ratios
  • Assigning, prioritizing, monitoring, and reviewing work assignments
  • Project management, scheduling, and time management
  • Problem solving and analysis
Ability to:
  • Organize and coordinate one-time events, classes, sports leagues, and instructional/educational activities
  • Supervise and schedule non-permanent staff in year-round programming activities
  • Communicate, in multiple forms, with staff and the general public and demonstrate good writing skills
  • Research, analyze, and design current trends, programs, and recreational initiatives
  • Use standard office products and computer programs (Microsoft Office/Outlook and recreation registration software)
