Nature of Work
This is advanced professional and supervisory accounting work maintaining accounts and financial records. The work includes developing and implementing accounting and financial controls, maintaining and reconciling accounts and journal entries, preparing estimates of receivables and payables during budget development, preparing the reviewing financial and cash reports and statements, and maintaining computerized accounting systems. Work is performed under the general direction of an administrative superior. Supervision is exercised over professional and clerical accounting staff.

ESSENTIAL DUTIES & RESPONSIBILITIES 

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description. 

Plans, organizes, coordinates, assigns and evaluates the work of professional and clerical accounting staff; provides counseling and training as needed. 
Develops and implements accounting and financial procedures and internal controls; develops and implements accounting system modifications and changes. 
Plans, organizes, and coordinates the preparation of the City's annual financial report. 
Maintains and reconciles accounts and journal entries; develops, monitors, reviews, verifies, posts to the journal, reconciles, adjusts, approves and presents for audit the department or office accounts including receivables, payables, reimbursements, rents, revenues, billings, collections, cash receipts and accounts, bank statements, vendor statements, payroll, disbursements, insurance, inventory, overhead, capital depreciation, debt schedules, purchase orders, encumbrances, charts of account, and the like. 
Prepares estimates of receivables and payables during budget development; prepares, analyzes, and estimates annual revenues, reimbursements, and disbursements; prepares or assists in budget development; monitors and reviews budget status. 
Prepares and reviews financial and cash reports and statements; gathers data, prepares and analyzes spreadsheet and cash flow studies, prepares and reviews department/office and vendor financial reports and statements on a periodic and annual basis; accumulates and analyzes data regarding the acquisition of fixed assets. 
Operates personal computer and other office equipment
Performs other related duties as assigned.
Minimum Training and Experience
Required Education and Experience

Possession of a bachelor's degree in accounting or business administration.
--AND--
Five years of professional accounting experience
--OR--
Any equivalent combination of training and experience 


Other Necessary Qualifications
Knowledge of:

The theory, principles, methods, and practices of accounting
Financial analysis and reporting
Budget analysis and preparation
Generally Accepted Accounting Practices and the laws, ordinances, and the regulations relating to public sector accounting and financial affairs
Mainframe and/or personal computer hardware and software including spreadsheet and database applications
Effective supervisory methods and practices
Skill in:

Interpersonal skills necessary to develop and maintain effective and appropriate working relationships 
Performing a variety of duties, often changing from one task to another of a different nature
Performing basic mathematical functions such as addition, subtraction, multiplication, division, percentages, and ratios
Assigning, prioritizing, monitoring, and reviewing work assignments
Supervision and organization
Problem solving, negotiation and mediation
Ability to:

Compile, verify, and analyze complex financial records and reports
Develop procedures and financial controls to meet accounting needs
