Nature of Work
This is advanced professional and administrative work planning, organizing, coordinating and administering the operation, maintenance and development of the City's Water/Sewer SCADA management and related systems. The work includes serving as liaison with departmental users. The work is performed under the managerial direction of the Environmental Services Department Manager and Water System Manager and coordinates regularly with the Managing Director of Information Technology.
 
 ESSENTIAL DUTIES & RESPONSIBILITIES 
 The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

Plans, organizes, coordinates and administers the life cycle management, development, and implementation of Water/Sewer Supervisory Control and Data Acquisition (SCADA) network and related programs; assures proper maintenance and processes of systems.
Administers program quality control procedures; maintains and updates policies and procedures as they relate to SCADA, reviews technical problems and procedure changes, administers acceptance testing of new programs, completes documentation for and logs project work and new programs into production.
Maintains and refines complex Information Technology (IT) and Operational Technology (OT) systems and programs for users; analyzes requests and determines needs, develops and/or updates specifications, defines procedures as well as data inputs and outputs, documents and implements systems, and produces requested complex reports.
Reviews new equipment and software offerings and recommends for purchase, prepares statistical analyses and reports, and serves as a general program maintenance troubleshooter.
Manages training program for users in systems use and enhancements.
Supervise the daily activity of water/sewer information technology staff.
Manage support contracts for SCADA network including, but not limited to integrators, Chief Information Security Officer (CISO), and hardware support. 
Undertakes long and short-range planning and needs assessment for the improvement of the management information and related systems; consults with user departments to assess long term equipment and software needs; develops hardware and software capital management plans and recommendations.
Monitors and implements recommendations from national cybersecurity programs including CISA and the EPA pertaining to the water industry.
Participates in technical and administrative studies and reviews reports of program needs and accomplishments.
Maintains records and prepares reports on a variety of subjects.
Provides technical systems analysis and development assistance for departments, users, and staff as required.
Serves on various committees and management teams as assigned.
Reviews periodicals, technical developments and other materials to keep abreast of developments in the field of technology and SCADA management and related fields.
Performs other related duties as assigned.

Minimum Training and Experience
Required Education and Experience

Possession of a bachelor's degree in computer science, business or public administration or related field.
--AND--
Five (5) years of progressively responsible professional experience in a field related to information technology systems.
--OR--
Any equivalent combination of training and experience.  

Preferred Experience
Five (5) years of progressively responsible professional experience in a field related to the management of information technology systems or critical infrastructure SCADA systems.
Preferred Licenses or Certifications
Information Technology Infrastructure Library (ITIL) (Preferred)
Vendor Specific SCADA Certifications (Preferred) 
PMP Certification (Preferred)
Other Necessary Qualifications
Knowledge of:

Modern principles, methods, practices and equipment relating to information technology and SCADA related systems.
Federal, state, and local laws, regulations and standards relating to information technology and SCADA related systems.
Safety standards and precautions pertaining to the use and operation of modern highly technical equipment.
Understanding of cybersecurity principles and best practices for protecting IT and SCADA systems, including familiarity with firewalls, intrusion detection systems, and encryption.
Experience and understanding of networking principles including network architecture, network segmentation, WIFI, principles of least privilege, and other IT best practices.
Vendor contract management and support agreements
NIST Cybersecurity framework and the American Water Works Association (AWWA) Cybersecurity Tool
In-depth knowledge of SCADA systems, including configuration, operation, and troubleshooting. Familiarity with popular SCADA platforms like Wonderware, Ignition, or Siemens preferred.
Ability to create and maintain technical documentation, including system architecture diagrams, user manuals, and standard operating procedures.
Experience managing IT projects, including planning, execution, and monitoring. Familiarity with project management methodologies like Agile or Waterfall.
Proven leadership skills with experience managing and mentoring IT teams. Ability to motivate staff and manage performance.
Ability to develop and manage budgets for IT and SCADA operations, including cost forecasting, asset management and resource allocation.
Ability to:
Communicate effectively, both orally and in writing.
Direct, supervise, and evaluate direct reports.
Maintain records and prepare reports of a highly technical nature.
Establish and maintain a lifecycle management plan for water and wastewater utilities Information Technology and SCADA systems, 
Establish and maintain effective working relationships with other employees, government officials, and users.
Be on call as needed 24 hours per day 7 days per week, 52 weeks per year.
