The Investigator for Office of Civil Rights and Title IX, and Employee Relations will be responsible for conducting thorough, impartial investigations into allegations of GVSU policy violations involving faculty, staff and students. The Investigator will manage all aspect of the investigative process from intake through report writing.
Compensation: $36.00 per hour
Hours will be 20 hours per week, hours may be adjusted to meets the needs of the position.
Primary Duties
Investigation Management
• Intake complaints from Maxient, referral Office of Civil Rights and Title IX, or Employee Relations.
• Conduct a prompt, equitable and impartial administrative investigation into complaints including identifying and interviewing parties and identifying, gathering, and assessing information relevant to the investigation; apply relevant policies and make findings of fact in individual cases.
• Identify University policies and provisions relevant to a complaint and exercise judgment regarding the resolution of complaints including informal resolution and formal investigation.
• Continuously identify and integrate best practices in Civil Rights and Employee Conduct into knowledge base and practice; stay abreast of current movements in the field by participating in conferences, workshops, etc.
Documentation & Reporting
• Maintain accurate and well-organized case files, including interview summaries, exhibits, and correspondence.
• Draft high-quality, impartial investigation reports with clear findings of fact.
• Submit reports including findings of responsibility ito the appropriate review or decision-making teams in each reporting line (Labor & Employee Relations or Title IX).
• Track case timelines and ensure timely resolution consistent with college policies and compliance obligations.
• Maintain a case management system that supports accurate and confidential record keeping for each employee including information related to eligibility and provision of services.
Policy Compliance & Advising
• Maintain knowledge of application of relevant University policies, collective bargaining agreements, Title IX regulations, and applicable state/federal laws.
• Stay current on best practices in workplace investigations, compliance, and trauma-informed approaches.
• Consult with Labor/Employee Relations and Title IX leadership to ensure consistency, procedural integrity, and compliance across all cases.
Training & Prevention Support
• Actively foster and maintain a climate that is supportive of students and affirming of diversity. Provide information to students, employees and others regarding University policies related to sexual misconduct, discrimination, and harassment.
• Create and facilitate training/presentations to students, student groups, and employees regarding the University's policies and identifying and integrating best practices into the complaint resolution process, as needed.
• Develop and maintain relationships and clear lines of communication with university and community partners. Collaborate with on and off campus resources including law enforcement and victim services in resolving complaints.
• Perform other duties as required/assigned by leadership.
Required Knowledge, Skills, and Abilities
• Bachelor's degree or Associate's degree combined with 6 plus years of relevant work experience.
• Minimum two (2) years of professional experience conducting investigations.
• Minimum of 1-2 years of experience in human resources or a related field.
• Working knowledge and best practices related to nondiscrimination laws and compliance regulations including ADA, Title IX, due process protections, Clery Act, VAWA, FERPA, employment law and others.
• Exceptional critical thinking skills demonstrated by the ability to analyze information, evaluate results, and facilitate resolution of difficult challenges, including the ability to handle issues of complex, and extreme sensitivity.
• A high degree of confidentiality, discretion, judgment, collaboration, and the ability to build strong relationships.
• Commitment to inclusion and equity, and experience working with diverse populations.
• Proficiency in the use of standard office equipment and with Microsoft Outlook, Word, Excel, PowerPoint, website design, Adobe, and other software.
• Strong skills in the areas of conflict resolution, problem solving techniques, interviewing and investigation.
• Skill in writing concise, logical analytical reports to convey complex issues.
• Ability to maintain neutrality and work under stress.
• Strong and effective interpersonal skills; the ability to listen well and demonstrate sensitivity to and respect for individual needs.
• Ability to establish and maintain professional and productive working relationships with staff at all levels at the University.
• Ability to read and interpret complex legal documents to evaluate their impact on university policy and procedures.
Required Knowledge, Skills, and Abilities
• Title IX Investigator training certification.
• Experience in Human Resources, student conduct or an office of discrimination and harassment.
• Experience working in higher education.
• Experience working with trauma related incidents.
