Nature of Work

This is entry level technical real and personal property field work performed for the Assessor's Office of the City of Grand Rapids.

Work includes inspecting new construction, including alterations and additions, and determining the type of construction used and the square footage of the building and land. Work also includes visiting commercial and industrial real estate to determine situs and ownership of assessable personal property. Work involves working with a higher level appraiser and/or auditor to calculate the assessed and taxable value of the property and entering the information into the assessment database. Work is performed under close supervision at first, but as experience is gained, the incumbent performs more independently.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Receives assignments for real and personal properties to be evaluated from immediate supervisor; inspects each property taking note of type of construction, interior systems and other details; takes measurements of building or addition to determine total amount of square footage involved; prepares field sketches and takes photographs of property in question; enters information into the record; identifies and isolates personal property; visits business firms to verify ownership of assessable personal property, taking note of type and nature of business.
  • Collects pertinent data for new entries into the assessment database; details costs; enters building permit data into the assessment database; updates existing files, databases and records as necessary; confers with supervisor over more complex valuations and appraisals.
  • Interviews taxpayers; provides appraisal and related information as requested to the public; reviews deeds and records for type of sale; updates the assessment database to reflect changes; enters appropriate appraisal information from forms to the permanent record; enters data as reported on personal property statements into the assessment database; assists with computation of assessments from personal property statements; assists in maintenance of the personal property database as required to generate personal property accounts and assessment notices.
  • Performs other related duties as assigned.

Minimum Training and Experience

  • High School diploma supplemented by course work in basic appraisal methods
--AND--
  • One year of experience in real estate listing, property appraisal, surveying or closely related area.
--OR--
  • Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities

Required Licenses or Certifications

  • Possession of Michigan Certified Assessing Officer certification from the State Tax Commission.
  • Possession of a valid Michigan driver's license.
