SUMMARY

 

The Director of Equal Opportunity Compliance at Grand Rapids Community College is responsible for developing and leading the implementation of a college-wide strategic plan to ensure compliance with federal and state laws, rules and regulations related to equal opportunity, non-discrimination, accessibility and Title IX. This leadership role requires a strategic and proactive professional who will work collaboratively with various campus stakeholders to foster an inclusive and respectful learning and working environment.

 

This position will provide advice on higher education regulations related to non-discrimination and equal employment opportunity and serves as the College's Title IX and ADA coordinator. This position is responsible for leading institutional efforts to develop a strategic approach to improve accessibility of academic resources and will serve as an expert consultant to the GRCC community on existing and emerging best practices and technology for universal design. These functions provide an opportunity to positively and proactively impact the lives of all members of the GRCC community.

 

ESSENTIAL FUNCTIONS

 

Equal Opportunity and Non-Discrimination

 

• Responsible for ensuring the College's compliance with laws, rules, regulations and policies related to equal opportunity and non-discrimination.

• Monitor and evaluate the College's policies and procedures to ensure that policies align with best practices and comply with applicable laws, rules and regulations.

• Identifies campus-wide needs for compliance with equal opportunity and disability laws and regulations and advocates for appropriate resources in the budget planning process.

 

Title IX and ADA Compliance

 

• Develop, implement and oversee all aspects of GRCC's Title IX team and program.

• Serve as the primary point of contact for Title IX-related inquiries and occurrences.

• Conduct investigations into formal complaints of sexual harassment, discrimination, and retaliation, ensuring a fair and impartial process in conformance with Title IX regulations and other applicable laws, rules and regulations.

• Advises the College faculty and staff about developing content that is accessible to students with disabilities.

• Collaborates with faculty and staff to clarify responsibilities under Title IX, the ADA and the Rehabilitation Act.

• Works with campus stakeholders to ensure that instructional materials and software purchased by GRCC for use by students, faculty and staff is compliant with technology standards specified in the ADA and other applicable federal and state laws regarding discrimination on the basis of disability.

 

Complaints & Investigations

 

• Conducts complex investigations, and oversees quality of all related investigations

• Receives and provides prompt response to discrimination complaints consistent with GRCC policies.

 

Policy Development and Implementation

 

• Collaborates with key stakeholders to develop and revise institutional policies related to equal opportunity, accessibility and Title IX.

• Serves as the coordinator for GRCC's policies and procedures related to equal opportunity, non-discrimination and accessibility compliance with all relevant state, federal and local laws and regulations.

 

Reporting and Data Analysis

 

• Develops and implements internal measures and/or reports which inform College administration of the status of equal opportunity, non-discrimination, and ADA compliance.

 

Collaboration and Outreach

 

• Works closely with campus departments, including Human Resources, Academic and Student Affairs, and Information Technology to integrate equal opportunity principles into various aspects of college operations.

• Collaborates with external organizations and agencies to stay informed about best practices and changes in relevant laws and regulations.

• Consults with the College community regarding existing and emerging technologies and best practices to improve accessibility.

 

Training and Education

 

• Develops and delivers training programs on equal opportunity, accessibility and Title IX for faculty, staff and students.

• Monitors required awareness and training programs and related data, and prepares an annual report for the President's Cabinet.

• Provides specialized training for: Sexual Misconduct Hearing Board Members regarding conducting the hearing process, decision-making standards and rights of parties involved; Deputy Title IX Coordinators regarding conducting investigations; confidential employees regarding their roles and responsibilities when receiving reports; and Campus police officers regarding rights of victims and the institution's responsibilities for orders of protection, no-contact orders, or similar orders through criminal, civil or trial courts or the College.

 

Other Responsibilities

 

• Budget planning, oversight and monitoring.

• Oversees the work of the Labor and Equal Opportunity Generalist in matters related to equal opportunity.

• Attends meetings and conferences in the field of higher education, equal opportunity and disability, and promotes an educational and societal environment at GRCC that values diversity and embodies equality of opportunity.

• Serves on cross-campus teams and committees, including the GRCC Ethics and Policy Teams.

• Regular attendance during normal scheduled hours is required. Being present is essential for serving customers and performing the essential functions of this position.

• This role is a Campus Security Authority (CSA). CSAs will be trained and responsible for reporting Clery Reportable Crimes to Campus Police as required by the Clery Act.

• Performs other related duties as assigned.

 

JOB SPECIFICATIONS

 

Education Credentials

 

• Master's degree in a related field, required.

• Candidates with related advanced degrees may be preferred.

 

Work Experience

 

• Minimum of five years of increasing responsible relevant experience required.

• Minimum of two years working in a high-level compliance function, including experience with internal investigations required.

• Candidates with the following experiences will be given preference: Title IX, EO Laws, VAWA, Clery Act, OCR proceedings, Dear Colleague letters, ADA technologies, universal design, and administering training programs preferred.

 

Skills

 

• Compliance Knowledge: Familiarity with federal and state laws and regulations related to equal opportunity, non-discrimination and Title IX.

• Investigation Skills: Experience and proficiency in conducting fair and thorough investigations into complaints of sexual harassment, discrimination and retaliation; including strong analytical skills and problem-solving skills to assess complex situations.

• Communication and Interpersonal Skills: Excellent verbal and written communication skills for effectively interacting with diverse stakeholders. The ability to communicate complex legal concepts and policies in a clear and understandable manner.

• Training and Education: Skill in developing and delivering training programs on equal opportunity requirements, Title IX, and ADA and accessibility. The ability to engage and educate various audiences, including faculty, staff and students.

• Policy Development and Implementation: Capability to draft, revise and interpret data related to compliance efforts. Ability to use data to assess the effectiveness of programs and initiatives.

• Cultural Competency and Inclusivity: Commitment to fostering a diverse and inclusive campus environment. A genuine commitment to promoting and advancing equity, diversity and inclusion within the college community.

• Adaptability and Problem Solving: Ability to adapt to changes in laws and regulations and implement necessary adjustments. Strong problem-solving skills to address challenges related to compliance and equal opportunity.
