SUMMARY

Under the direction of the Associate Provost of Instructional Support and Institutional Planning, the Director of Institutional Research and College Data Officer serves as the College's lead over data governance, institutional information, and data science and analytics. The Director provides institutional oversight of GRCC's data warehouse and official reporting, analytics for both internal and external stakeholders, and research, both qualitative and quantitative. This role serves as the College's primary steward of data and information, including assurance of reliability, validity, and security of institutional data and data collection and analysis. The Director will also assist with assessment and evaluation; help to identify information needs; and facilitate any necessary collection, analysis, interpretation, and reporting of data and information. The Director will foster the education of information producers, users, and consumers and will be responsible for overseeing/supervising the work of staff in the Institutional Research unit. The Director will serve as the College's point of contact and clearinghouse for public data requests. The Director will also support the College's mission, vision, and strategic goals within an organizational culture that increasingly embraces data-informed decision-making at all levels, and furthers student access, equity, retention, completion, and success.

ESSENTIAL FUNCTIONS

• Oversee data governance at GRCC, including all data-related strategic, procedural, systems, and operational components and in collaboration with stakeholders across the College.
• Administer a comprehensive Institutional Research (IR) department that includes the completion of internal and external reports needed for decision-making related to the College's strategic goals, student success, policy formation, program vitality, program development and review assessment of student learning, state and federal requirements, accreditation, strategic enrollment management, and institutional planning and effectiveness.
• Serve as a bridge between IR and other college departments, namely Instructional Technology, Student Records, and Finance and Administration, to ensure the appropriate data analysis and visualization tools are selected and administered and then available and accessible to stakeholders.
• Lead the use of forecasting and projection methods and/or tools to inform college operations and initiatives
• Effectively communicate the results of IR activities using appropriate electronic and other methods (for example, just-in-time dashboards).
• Work closely with Academic and Student Affairs (ASA) leadership and functional areas to provide research, review, analysis, interpretation, and reporting of a variety of data and information needed for planning and decision-making and determining implications of college practices, policies, measures, and procedures. This includes managing the risks associated with data/records retention and ensuring compliance with applicable rules and regulations.
• Provide leadership for the coordination, design, and implementation of specific research studies and surveying efforts collaborating with appropriate college staff and coordinating the development/implementation of survey research projects that are outsourced including but not limited to CCSSE, SENSE, and Noel-Levitz.
• Provide leadership for the communication of college-wide data and reports to support GRCC's Strategic Plan and initiatives on a regular basis.
• Oversee the development and updating of institutional and external environmental resources and databases essential for informing the college's planning, continuous quality improvement, assessment, and decision-making processes.
• Develop and implement processes for collecting, linking, and analyzing data from a variety of sources, including internal systems, state and federal agencies, other higher education systems, and employers.
• Analyze data to prepare executive summaries.
• Provide leadership for the compliance reporting responsibilities of the College and unit, in collaboration with other departments and as appropriate
• Identify and integrate accountability measures, learning outcomes assessment data, and other survey and study data to provide comprehensive reports and analyses of data governance, institutional information, and data science and analytics. This includes collaborating with ASA and other internal stakeholders to establish college-wide indicators.
• Lead GRCC's Data Governance Council and participate in collaborative cross-functional teams as required to support essential College data and information processes and functions.
• Co-lead GRCC's Institutional Review Board (IRB) and maintain an understanding of IRB-related policies and best practices.
• Serve as the College's point of contact for public access and requests for college data and information.
• Oversee the daily supervision of the staff in the IR department, including providing leadership and supervision of regular and temporary staff assigned to the office.
• Participate in the hiring of staff, perform ongoing and annual performance appraisals, and provide leadership for staff professional development.
• Through continued study and participation in professional organizations, maintain an understanding and working knowledge of current ideas, research, and practices related to institutional research and data governance, institutional information, and data science and analytics.
• The Director reports to the Associate Provost of Instructional Support and Institutional Planning and is a member of the Cabinet, Deans' Council, Strategic Leadership Team, and the Academic Governing Council (non-voting).
• Regular attendance during normal scheduled hours is required. Being present is essential for serving customers and performing the essential functions of this position.
• Other duties as assigned by the Associate Provost or Provost.

JOB SPECIFICATIONS

Education Credentials

• Master's degree in any of the following areas: Statistics, Educational Research, Higher Education Administration with a specific focus or credential in Institutional Research, or a related social/behavioral or scientific/analytic field.

Work Experience

• Five years' prior experience in designing and conducting research, including database construction and utilization, data extraction and analysis or statistical work in the collection, compilation, and analysis of data. Higher educational institutional research experience is strongly preferred.
• Extensive knowledge of and proficiency with qualitative and quantitative research design, statistical analysis using SPSS, SAS, Excel or other data analysis programs, visual presentation of data, program evaluation and outcomes assessment, ability to use computers in data collection and analysis required.
• Excellent oral, written and interpersonal communications skills. The ability to present research information to a broad constituency is essential.
• Ability to deal effectively with administrators, faculty, staff, community representatives and the public.
• Supervisory experience is highly desirable.
